The Embassy of France to Botswana is pleased to release a translation of the Speech addressed by H.E. François Hollande, President of the Republic of France, to the National Assembly of Senegal (Dakar, 12 October 2012), during H.E.’s first visit to Africa as President.

In his address, Mr Hollande particularly insists on the necessity to talk about Africa’s future, and expresses his wish to update the relationship between Africa and France, through a partnership based on respect, clarity and solidarity. This approach should particularly apply on respect for fundamental values, as media freedom, the independence of the judiciary, the protection of minorities and the fight against all forms of violence.

H.E. strongly believes that no global challenge can be tackled without Africa. All the essential responses already involve the continent: economy, raw materials, environment, energy, global governance. In all the great international negotiations on these issues, Africa and France share the same vision of the future.

To extend growth and development further, Mr Hollande is committed to establish fairer economic and trade relations between Africa and Europe, pointing out that the African countries’ position in negotiations on the economic partnership agreements has not been sufficiently taken into account.

Wishing to strengthen the solidarity and to contribute to cope with the development challenges faced in Africa, H.E. also announced that France will devote 10% of the proceeds of the new financial transaction tax created at European level, to development and fighting against the pandemics that devastate the continent.

Africa is a top priority in France’s policy, as it accounts for more than half of its budgetary outlay.
